Hallowe’en is All Hallows Eve, the night before All Saints Day, which is November 1. Moving it would be like moving Christmas Eve to some other day than December 24 (and that would have more justification, since no one really know when -or if - Jesus was born).

I'd love to move Thanksgiving to Veterans' Day week - truly a time to be thankful. Additionally, I spent 30 years in the NW 'burbs, and watched Halloween grow from the more traditional "pseudo-holiday" that it used to be, to an all-out blowout holiday (based on the amount of Halloween-themed stuff sold at Big Box and Home Stores), around which people made significant plans to celebrate. So - at least in some areas - Halloween has become a "big deal" holiday, making it tougher to move. (And this is saying nothing about the very valid point that Halloween is actually a religious-based holiday, as noted above.)

Regarding the recent Colorado Springs shooting at Club Q, has anyone else been struck by the fact that the local police department has been reticent about disclosing that the primary weapon used was an AR15-Style semi-automatic rifle? They've pretty much stuck to the script that it was a "long gun" or a "long rifle". In most other mass shootings, the type of weapon has been a pretty big deal. Any guesses as to why the police have been so reticent, and as importantly, why the media has not pressed the issue?
On sports betting deals with colleges, I have three points. First, are people adults at 18 or not? Are they still children needing guidance and protection? Who thinks that college students aren't already betting? Second, the audience for college sports is not current students, but the general public. The massive money for telecasts and merchandise is not to reach students. The sports betting business might get a long-term lift from gaining student customers, but they are after the broad national market. But college students, like everyone else, are already exposed to a deluge of sports betting ads. There is no reason to believe that students will be especially influenced by a college deal. Finally, college sports are about nothing but money, and I recall one of the sports betting ads that encourage customers to bet their school loyalty but to also place additional bets when those looked like losers, because it is just about winning money. Sports betting fits the 'mission of higher education' just as well as the professional sports teams that they host.
I'd move Thanksgiving Day to the Thursday before DST ends. If we can have Christmas and New Year's Eve about a week apart, why not Halloween and Thanksgiving?
